The Short Answer
FaceTime calls generally do not connect on UAE networks — and on iPhones sold in the UAE, the FaceTime app has historically not been present at all. This is regulatory, not a bug: the UAE licenses Voice-over-IP through its telecom authority, the TDRA, and FaceTime is not among the licensed calling services. Your realistic options are the same ones that answer every internet-calling question in the UAE: use a TDRA-licensed app (Botim, GoChat, C'Me), use the mainstream meeting platforms (Zoom, Teams, Meet generally work), or roam on a foreign SIM, where your traffic routes through your home carrier and apps behave as they do at home. Why FaceTime Is Different in the UAE
Two separate things trip people up, and they are worth keeping apart:
The app itself. iPhones purchased in the UAE have historically shipped without FaceTime — the app is absent from the device, not merely blocked. An iPhone bought in London or New York keeps its FaceTime app when it lands in Dubai; a UAE-market iPhone typically never had it. This is a device-market difference, and it is why two colleagues with identical iPhone models can have different apps on their home screens.
The network. Independently of the device, real-time FaceTime calls are restricted on UAE networks the same way WhatsApp calls are: the TDRA (Telecommunications and Digital Government Regulatory Authority) licenses specific apps to carry internet calls, and Apple's calling service has not been part of that set. So even a foreign iPhone with FaceTime installed will generally find calls failing to connect on Etisalat (e&), Du, and most UAE WiFi.
The practical consequence: the restriction lives mostly in the network. The same foreign iPhone that cannot place a FaceTime call on hotel WiFi in Dubai will place one the moment it lands somewhere without the restriction — or while roaming, as covered below.
What Actually Works Instead

- International roaming — on a foreign SIM with roaming enabled, your data routes through your home operator, and apps including FaceTime behave as they do at home. Roaming data costs what it costs; this is an "it already works" observation, not a free-calls plan.
